Option to Mark a Proposal as Spam

Some users create useless proposals and try to spam. We need quality proposals! There should an option for the community to report a proposal as a spam, so that the Pancakeswap team could review it.

Optional: The poll creator will be not allowed to create a proposal for a fixed time (for an example: 1 Week), if the his/her porposal was deemed to be a spam after final review by Pancakeswap team.
