Allow cleaning the list of proposals

Many proposals "exploit a bug" allowing the proposals to stay on the top of the list regardless of their relevancy. This proposal uses the same "bug" to do so.

Scrolling through the list of community proposals is already Hell for us community members, imagine what it must be for the PCS devs ..

Allowing members to close down a proposal by adding a mandatory option in the optionsList would allow the community to trim out the useless / fake proposals. Currently all we can do is vote no, if there is such an option.

Another option would be to report it to the team, but in my humble opinion this adds centralization so I offer it as an alternative option.
