Reduce Cake Emission for Syrup Pool

Every month we reduce the CAKE emission of the Farms without changing the CAKE emission of Syrup pools.

We currently have: 4.25 CAKE for block go to Yield Farms 10 CAKE per block go to Syrup Pool

Almost double the CAKE emission goes to the Syrup Pools. To fight inflation I propose to lower the CAKE emission also for CAKE's Syroup pool in order not to affect too much on the returns of the Farm, which are vital to the liquidity and attractiveness of the platform.
