Proposal for Adjustments to voting weight

i propose a change to future voting weight whereby the amount of cake held still counts for total votes HOWEVER also the amount of wallets votting , this to prevent whale's from voting 1 way and the rest of the community a diffrent way and the whale's winning

current example: whale 1 has 5.000.000 votes , and votes no whale 2 has 5.000.000 votes, and votes no community members 3 to 5000 have 5.000.000 total , and vote yes

at current times this means that the whales aka 2 community members win the vote while the rest of the community 4998 lose the vote even though they are the majority

a way to fix this might be to limit vote to a random nr of lets say 10.000 votes per wallet as a whale prevention method
