There is considerable interest in driving up the value of cake. Decreasing block rewards diminishes validator insentive, which will ultimately make the system slower and less attractive to users.
In the long run, more locked cake means a higher cake price. In order to entice a broader range of people to lock cake, the payoff has to be sufficiently high. In order to spur larger adoption, the APY for locked cake should be held to a high minimum.
