Add some filters to the voting comunity proposal list

It would be great to have some extra filters in the comunity proposal list so we can hide already voted proposals or others proposals that want to be ignored.

This will make the list easier to navigate and actually try to vote on all the relevant proposals, as it can be quite tedious to explore the list to find the new and actually important proposals.
