[CCP-003] - Proposal to create a workflow on Carabela Divided in Workstreams

In order to optimize our workflow, I propose Carabela to divide meetings and agendas between the following Guilds with the following leaders.

Those leaders should receive the same compensation as the Treasure Manager for now until we have a better proposal

Design Guild -> @pizzajay

Developer Guild -> no suggestion but I would join

Writing and PR Guild -> @thesmith

Community and Social Media Guild -> @boeltermc

Events Guild -> @edvam

This guild scheme would frame our dework spaces, roles mgmt and coordinape leaderships.

OBS: Choose 3 options only if you are mentioned in the proposal and dont want to be featured as a guild leader. In this case this proposal is automatically deleted and you have delegate to other pirates.
