[SCP - 001] - Apply temporary strategy for Treasure MGMT

This is the genesis proposal of Carabela Guild

Intro: Every Carabela Member has 1 vote through the ownership of this NFT

Objective: Define temporary solution for treasure output for Carabela Guild members bi-weekly compensation

The current amount out our Treasure is: 124 XDAI (The treasure should be fed by Carabela projects managers and Bounties fees)

Proposal

1. In order to insure and encourage members participation, the amounts defined in Coordinape system is displayed here, is proposed to be shared this way:

- 10% of the trasure (12.4 XDAI currently but ideally bigger as we grow) divided proporcionally by Guiriba Share Holders through its reputation in Coordinape

- 2% of the total amount (0.128 XDAI) should be paid to the pool admin (the member that operates the payments, to be defined mounlty through discord server voting) 

2. In order to encourage bounties

- 30% of the remaining budget (33.44 XDAI) should be transfered to Carabelas HOT wallet to be used in bounties defined by Project Managers, operated by the bounty manager
- Bounty manager must be paid 2% of the transaction amount (0.66 XDAI) 

This proposal must be valid until 12/07, when another proposal must replace this scheme.
