[CCP-002] - Proposal for managing Carabela's Coordinape

In order to be responsible for managing Carabela's Coordinape DApp, the Vasconsa member (Vasconsa#5464) volunteers, and its main functions are:

• Remind members of when epochs start and when they end;
• Calculate the amount of payments for each Coordinape member according to their Guiribas reputation allocated throughout each epoch.

For this task, the amount of 4% of the total treasury would be paid to Vasconsa, in charge of managing Coordinape.

This proposal will come into effect after the approval of 50% +1 of Carabela members and will be valid for 3 months, enough period to have feedback on this task, which will be done through a final report on the activities carried out by Vasconsa.
