Should we allow new comers to vote ?

My friend was there since the beginning of CS. However, he didn't participate to the barbecue, didn't enter the snapshot, so unfortunately he can't vote now. He complained that this was a big issue for him, as owning a governance token that doen't allow him to vote is a bit useless. Will there be a change of this in the future? Is it a bug? I don't know, but I believe that allowing new comers to vote and cast votes would be beneficial for the ecosystem =)
