Should We Reduce Priest Monthly EXP Threshold

Raising proposal to reduce monthly exp threshold for priest from previously set 2600 to somewhere around 1600~2200.

reason:

1. guardians are not obligatory to be on-duty all day everyday. Lowering the bar allows some buffer for them to deal with real life situation (let's say you need to be off for a entire week due to family emergency or taking personal break for a holiday week)

2. monthly rewards are not the major bonus of the current reward system, the final lumpsum airdrop is. So guardians with reasonable contribution should be able to still receive monthly rewards event though they are not the best performers

3. it shouldn't be unfair to top performers with this new rule. as the more and better they deliver the more exp they get, thus, the higher level they will reach at the time of token airdrop.
