Reduce the emission of MILK

In order to reduce the inflation of MILK, it would be convenient to reduce the issuance rate of MilkPerBlock.

Two points must be taken into account:

1st The P2E will also have its own emission rate, which will be even higher than the DApp, which would generate greater inflation in the future.

2nd To buy the packs, with a low emission rate, it would not be enough with the existing MILK, but that stimulates the purchase with a pair of the MILK/BUSD type, so it could be migrated with better economic results to a POL model ( Own Liquidity Protocol)

The proposal contemplates 3 options to vote:

1st Do not modify the emission and leave it as it is now at 45 MilkPerBlock 2nd Decrease to 35 MilkPerBlock 3rd Decrease to 30 MilkPerBlock
