Budget Proposal for Continued development of the NyoBot and Nyocoion bidding system by @fldr

fldr has developed the discord nyobot for us which can be accessed using the command /nyo and then completing the prompts. fldr has request compensation from the treasury of $370 busd for server costs and dev work. This payment will cover the continued development of the nyobot and also development of a nyocoin bidding system for nyolings.
