Add 3 Community Members to MultiSig Wallet + Require 4 Confirmations

As per previous prop "CIP-2"

We will now vote for 3 members to be added to the DAO Treasury MultiSig Wallet.

After a discussion period of 6 days, we propose adding the following community members to the MultiSig wallet as Signers.
