Allow Chart to be Redeemed

The CHART token was a gift to the index from the whale deni-lopez.eth. Since his departure the community has called for the appropriation and inclusion of CHART in the redeemable tokens for the index.

This proposal is to allow CHART to be eligible for the following actions:

• redemption
• sale, if desired
