ADD CHAD TO CHAD INDEX (BUY AND BURN)

because chad is a chad token, it should be included in the index

however simply adding it creates a strange feedback loop where redeeming chad gets you some % of chad, to redeem further, etc...

so i propose we simply buy and burn CHAD w/ 10% of the fee revenue

this will programmatically increase all existing CHAD holders % share of the RFV, as well as removing supply from the market and creating native buy pressure

if this passes the result of the "CHAD INDEX" proposal (RLB or RLB/BITCOIN) will be changed to 90% (external) 10% CHAD
