Sell SPX and Smurf Cat and buy the Balkan Dwarf ($KEKEC); adjust shitcoin weightings

Both SPX and Smurf Cat have been dragging the shitcoin basket down

I propose we pivot to a meme that's actually funny, the Balkan Dwarf.

He has legs. He will run.

Voting for this proposal will liquidate the current SPX and Smurf Cat holdings to buy $KEKEC.

The weighting will also be adjusted to the following: 52% RLB (no change) 16% BITCOIN (+4%) 16% JOE (+4%) 16% KEKEC (new)

Vote against will keep weighting + holdings as-is.

KEKEC would be our first sub $5m MC project to start buying, the R/R is there and the team/community is very active with a strong looking chart to boot.
