Reverse the previous emissions rate change implemented in OIP59

OIP reduced the emissions rate for staking with the intention of mitigating price pressures due to arbitrage between XCN futures and XCN staking rewards.

As of August 13, there is no evidence that price pressures have been alleviated.

In addition, the prior poll on this subject had a majority of votes (7 of 13) and voting power AGAINST the change, when excluding the DAO wallet.

A Vote FOR is to restore the emission rate on staking to what it was prior to OIP59

A Vote AGAINST is to leave the current emission rate as it is.
