Background: Currently, all users with a tier can participate in FCFS rounds even if they haven't registered for the sale. This proposal seeks to determine whether registration should be mandatory for tiered users to participate in FCFS rounds.

Proposal: Decide whether all users with a tier should be able to participate in FCFS rounds without prior registration.

• Option 1: Yes (no change)
• Option 2: No

Rationale: Requiring registration for FCFS participation could streamline the process and ensure preparedness among participants. Conversely, maintaining the current system allows for greater flexibility. This proposal seeks to gauge community preference on this matter.
