Background:
The current First-Come, First-Served (FCFS) round allows users to purchase an additional 50%+ of their Guaranteed Round allocation. This mechanism was designed to ensure that if an IDO does not sell out during the Guaranteed Round, the remaining tokens would likely sell out in the FCFS round by offering existing participants the chance to buy more tokens.

- Option 2: Reduce FCFS to 25%+.
- Option 3: Reduce FCFS to 15%+.
- Option 4: Reduce FCFS to 0%.
Rationale:
Adjusting the FCFS allocation could have significant implications for participant engagement, fairness, and resource distribution. For example:
- High FCFS allocation (50%+): Encourages strong participation from higher-tier users, increasing the likelihood of a sellout while benefiting active participants.
