Support Interactions by Incentivising Replies

In an effort to support interactions (make Chat more conversational), reduce cost of "Replies" to half that of "Posts"

• ex: if an original, thread-starting "Post" has a "value" of .01 AVAX, the cost of "Replies" subsequent to that and within that thread would be .005 AVAX, or more nearly "dust".

While there would be a direct impact on income, the idea would be to support enough conversation (back and forth) that replies would increase and potentially offset (2 replies=1 post) initial "cost" and help generate additional traffic...
