白名单奖励建设者提案投票

提案： 为感谢社区核心建设者，现发起投票。白名单总量达到一定量级时，特殊身份组 (discord绿名) 可直接获得白名单。

Proposal: Thankful for the core community builders, we will have a vote to whitelist which the particular identity group (discord green name) directly when the number of whitelists reaches a certain amount.
