Forming structure behind the proposal and voting system by updating parameters and implementing some basic rules of conduct.

Voting System:

1. Snapshot minimum votes updated; 40% quorum based on the amount of votes out of the amount of total votes (amount staked + multipliers for timelock)
2. Snapshot voting period 5 days
3. Since we can't use a %, total votes needed to pass the proposal is set manually by the devs untill a hard cap is reached. The number has to be set after each proposal, at 66% of the previous total votes, with a minimum of 66% of average total votes on all previous proposals. When we reach a hard cap, devs will integrate it as a % so no manual adjustment is needed anymore.
4. Devs create a bot to post any new votes in the discord.

Proposals:

5. Minimum required token balance to make a proposal will be lowered to 100 CHEEZ.
6. Initial suggestion has to be posted on newly created discord channel 'proposal discussion' for the duration of 1 week and should include explanation and reasoning behind the proposed changes. (this should replace general chat)
7. Official proposal has to be posted on newly created discord channel 'proposal announcements' for the duration of 3 days.
8. After those initial 10 days, snapshot voting will start.
