Modifying the External Governance team in the following ways:

Description

Change current multisig members to the protocol leads

• Change current multisig members to the protocol leads
• update protocol lead’s responsibilities to include executing multisig when the time comes.
• Create a new multisig for dao and transfer ENS to it
• Protocol leads don’t have to ask a multisig to mobilize when there’s votes. Members on the multisig not interested in external governance don’t have to be pushed to vote every time there’s proposals.
• Protocol leads can get more access to their protocol, for example maker lead can comment on proposals in the governance portal.
• UPenn also does this
• Following the model with multisig = BoD = core team, it will be unrealistic to get the entire BoD to execute polls and proposals especially in a high volume protocol like maker.

Approve docusign for AAVE

• Madhav will sign once Luke is approved

Reduce quorum needed to execute

• to ensure we keep our activity up and we move fast, protocol leads can move to execution phase with a decision with 2/3 quorum once more than half of the external governance team votes. Protocol leads are encouraged to use their discretion when dealing with contentions votes.

Add Luke Rosa to External governance team as AAVE protocol lead.

• Luke has been doing biz dev at passport labs for over a year now and has extensive experience with AAVE and would be excited to be the protocol lead.

Track external governance team members voting record

• If an external governance member has a participation record of less than 2/3 over a quarter they will be removed.
• Voting record of people who missed votes over the past 26 voting events since May 25

• Will allow for higher level of visibility and will let anyone contribute to conversations.

• will kickstart migration to discourse for general proposals as well.
• Will allow us to engage students of Zhang and Mulani.
• we can vote on this platform and link conversations on twitter and such. Also advertise to protocols that we have an engaged community and can show it.

Application process for adding to external gov team

• Throw up a google survey on our website and check it every quarter to see if we have any cool people that want to join the team. This would be in accordance with our current external governance team limit (at least 7 and at most 13 sitting members).

Timeline

The second multisig would be created concurrently with the implementation of the bylaws (after reviewed by OMM).

The rest would begin after external gov bylaws are edited (within a week).
