Let's create a formal process for how DAO will operate

I propose that we institute a more formal process for the functioning of our DAO.

1. Let's create a comment section so that each proposal can be commented on by the community.
2. Each proposal will have a 2 week commenting and voting window.
3. After voting, if a proposal is passed, Dev will have 30 days to provide formal response to the community on the feasibility of implementing the proposal.
4. If a proposal is feasible, Dev should provide a target implementation date.
5. If a proposal is not feasible, Dev must provide a rationale and re-open the proposal with not-feasible addendum for community re-vote.
6. If the proposal fails re-vote, the proposal is closed. But if the proposal passes again, Dev must put it onto the roadmap.

I propose that the DAO page be modified to support and facilitate the above process if the proposal is passed.
