Community DAO Budget

I propose that we modify the tax structure to allocate money toward a community DAO budget. This budget will be used by the community for merchandising, grassroots level marketing, and promotions.

1. Establish a community DAO budget
2. Community members can create proposals for grassroots level marketing and promotions in their real world communities to spread awareness of CHIRO
3. Detailed written proposals with initiative goal, audience reach, estimated costs and bounded date for implementation, must be submitted and voted on by the community.
4. If approved, fund will be dispersed from the community DAO budget.
5. Proof of proposal (pictures of the event, etc.) being implemented must be provided to the community within the bounded date.
6. If the proposal does not get implemented by the author, the author must return the funds to the community DAO budget address. If funds are not returned, the member will be banned from participating in our community DAO.
