Prop-4 Phunks Auction House

This vote is to approve the CryptoPhunks Treasury to compensate Chopper and Kenobi for building and maintaining the CryptoPhunks Auction House.

This vote will authorize the immediate deployment of CryptoPhunks Auction House website to https://phunks.auction and CryptoPhunks Auction House smart contract to Ethereum mainnet.

Chopper and Kenobi agree to resolve any front-end or back-end issues and perform any necessary maintenance for the life of the website.

The Auction House is currently live on Rinkeby testnet here: https://testnet.phunks.auction

Auction House Details

1. The Auction House smart contract pulls images and traits from on-chain CryptoPunks Data.
2. The Auction House website's data is powered by The Graph Protocol (a decentralized indexing protocol).
3. The Auction House uses a verified smart contract back-end for trustless transactions.
4. All Phunks* in the Treasury Multisig wallet are perpetually selected at random for each auction. (* except the 7-trait #8348)
5. The selected Phunk is held in escrow in the Auction House smart contract for the duration of an auction.

Treasury Actions

1. Release 220k USDC or 200eth (whichever is cheaper) and send 50% to Chopper, 50% to Kenobi.

2. Swap 600 USDC for GRT tokens to pay for The Graph Protocol (http://thegraph.com) queries. GRT will remain in treasury multisig.

3. Interact with the CryptoPhunksV2 contract and call 'setApprovalForAll()’ so the Auction House smart contract can transfer auctioned Phunks to auction winners.
