Use 5000 USDC to buy 50% of CND and top-up pool [additional pool]

A proposal from @bossmaiyn and @tymchukfedor.

Use 50% of the existing treasury (worth ~$10k in USDC and CND), i.e 5k USDC, to market buy CND for half of it and provide liquidity in the USDC/CND pool.

Additional pool (prolongation) to reach quorum. Only new votes will be considered.
