Sunsetting Hive Migrations

Context

Over 200 days ago we released the ability to migrate hives (V1) to support NFTs (V2). With these changes came additional adjustments to hive emissions depending on ROT. Today, some hives remain idle and we would like to address them.

Proposal

We would like to deprecate the ability to migrate V1 hives to V2. This would help the protocol by further improving sustainability. By permanently capping the supply of public hives it allows the COMB team to better forecast the emission of the $COMB token. Being able to accurately calculate the $COMB token emissions from hives, it will allow the COMB Team to better allocate emissions among pools, zCOMB, and future products.

The changes will be enforced a month after this vote settles.
