DIP-9 - Transfer the management and distribution rights of DAOSquare community rewards

Synopsis

The purpose of this proposal is transfer the management and distribution rights of DAOSquare community rewards to community governance.

Motivation

For now, DAOSquare community reward management and distribution are controlled by Matrix. Follow the roadmap of DAOSquare governance, we will move forward to the final goal step by step. This proposal is will drive us to target a big step of it.

Specification

We need to realize this goal through the following tasks:

• Transfer the community reward funds (RICE) to the new community reward vault (https://app.safe.global/home?safe=gno:0x9d34A80e127fb2865b77B5ac75F2199918eA4090). As part of the experimental phase, 100,000 RICE will be transferred to this address as the first batch of funds.
• The distribution of community rewards will be triggered directly through the new community governance mechanism to transfer funds from the community rewards vault.
• The current community rewards include:
  • Weekly Radio Party rewards.
  • Community contribution rewards.
  • Grants to DAOs in community.
  • Others.

Rationale

The new mechanism will serve as a test preparation for the community governance mechanism of DAOSquare Incubator when it is officially launched. At that time, it will be responsible for the management and distribution of more asset categories, such as the management and distribution of incubator protocol fees (community reward portion). Therefore, this preparation phase is necessary.

Possible potential attacks may occur, but the risks are manageable.
