Signal Vote TM21: Conduct second wNXM buyback using 8000 ETH from the Capital Pool

Signaling vote to gauge members views on transferring an additional 8000 ETH from the Capital Pool to the Community Fund to buyback wNXM.

This signaling vote will be used to determine if resources should be allocated to the smart contract work required to implement a formal on-chain governance vote.
