[CAP] Whitelisted Curve Pools for USDT

Determine which Curve pools are whitelisted to receive liquidity allocations from the USDT Omnipool.

A pool must receive at least 34% support to be included for LAV. Only Curve pools that have greater than $10m in TVL and a Chainlink oracle are included. A minimum of two pools must be included, if less than two pools receive 34% support, then the top two pools will be chosen.

The whitelisted Curve pools as determined by this vote will be included in the round of LAVs starting the week of April 6th.
