[CAP] crvUSD Omnipool - Whitelist GHO/crvUSD

This vote is to whitelist the GHO/crvUSD Curve pool to receive liquidity allocations from the crvUSD Omnipool. If this vote is to pass, GHO/crvUSD will be included in the crvUSD LAV starting the week of 4th July.
