Idle asset management voting

1. To increase CONKlave flexibility, we suggest raising the idle asset management limit from $50 to $200.
2. Given the limited earnings of less than $1 per week from our veEQUAL and the fact that at most we can earn less than $2 per week if we lock the idle $EQUAL, we propose to sell our $EQUAL into FTM
3. Likewise, the insufficient volume for our $BEETS pool to receive emissions, we propose swapping $BEETS for $FTM as well.
