BIP-14: Increase Frontinus House Proposal 1 Grants to 10

BIP-13 authorized 500K LORDS to provide five teams with funding of 100K LORDS apiece in support of Frontinus House Proposal 1. These grants are intended to build-out all aspects of the Realms Autonomous World. BIP-14 proposes to increase the number of Frontinus House Proposal 1 grants from five grants to ten.

If approved, the DAO would be authorized to allocate up to 1 million LORDS from the treasury in support of ten proposals, with each proposal team receiving up to 100K LORDS.
