GGP-0054 Deploying GRT token to Avalanche and Base

This proposal is to set up GRT tokens on Avalanche and Base that are compatible with Chainlink's Cross Chain Interoperability Protocol (CCIP). Setting up tokens and token pools is a permissionless activity and therefore a vote from the Council will serve as evidence to acknowledge the token addresses below as Canonical to The Graph.

It is worth noting that in the past the Council has approved GGP-0047 “Deploying GRT Token to Base”, however the token approved in that vote is not CCIP compatible and was never widely communicated or used by the community. Despite the low uptake of the previous Base token we intend to create a swap contract to enable a smooth transition to the new Base token for those holders who are impacted.
