Discord Alert Bot For Snapshot

I created this proposal as an example for our discord in what to expect in the future proposals. The Snapshot Bot will provide an @everyone alert everytime a new proposal is posted to remind you to go and vote. This channel will remain at the top of the community subsection and will only be viewable to our holders since you need to be a holder to vote. The snapshot bot will also provide the hyper link to vote along with an embedded voting end time displayed in your local time. If you prefer to not be notified for the vote simply change your notification settings for that channel. However, the proposal channel will become one of the most important as these votes will shape the projects future.

Feel free to start making proposals. Just ensure when doing so, you provide all possible answers. As we grow as a DAO, we'll continue to build proposal regulations as a community to inspire transparency and fairness when voting. Thank you!
