Beef up the Balancer Pool on Arbitrum

Add 15 ETH & matching CRE8R (80/20) to the CRE8R/ETH pool on Arbitrum ( https://app.balancer.fi/#/arbitrum/pool/0xe1b40094f1446722c424c598ac412d590e0b3ffb000200000000000000000076 )

Gives more choice for creators who want to exit on Arbitrum instead of Fantom.

We also have a gauge on Balancer so there may be some $BAL to be earned if we get votes.

There is 30ETH sitting in the Arbitrum Multsig. This proposal uses half of that.
