[Test] Weekly CRE8R Bribe Budget Gauge

Weekly Total CRE8R Allocated to bribes is set in another vote.

Weekly Total CRE8R allocated to emissions (ie CRE8R loaded into beets farm as rewards to LPs) is set in another vote.

This vote sets percent split bribe budget for each pool.

Example total weekly public (not including existing bribe agreements) bribe budget is 100,000 CRE8R and it can be spread across the current 3 pools we have. Explicitly this CRE8R will be paid to inSPIRIT, fBEETS, SOLID voters who vote on our pools prorata.

It does not include existing or new private bribe agreements.
