Alter the rarity algorithm of lucky bonds to stop the system being gamed

As of the current moment, SYNC-ETH bonds are determined to be rare (with a significant bonus to rewards) if the bond # ends in 77. This has created a perverse incentive to create many minimum bonds and then a huge lucky bond. It also means by executing this strategy that outsized governance power is gained, as number of bonds and not sum value of bonds count. The initial bonds generated with this algorithm can be sunsetted and a new contract deployed with an updated method of determining lucky bonds.
