Payments Sub Fund

In order for the core team to better serve the community it is asked for the ability to create a Payments Sub Fund - used for business expenses only. The creation of this fund would allow the core team to make executive spending decisions to a certain extent, without having to delay processes by governance. We feel that things would be able to run smoother and faster with the ability to spend on behalf of the business without passing a governance vote for every item. This will allow the core team to hire developers on demand, make continued payments if needed, pay marketing teams at will and additionally will be used to auto refill the gas station -- decisions that sometimes need to be made quickly for the betterment of the project. 50 ETH and §500,000 be used from the treasury fund to form the Payments Sub Fund. Once the funds balances deplete a community vote will be needed to keep this fund ongoing.
