Set standardized date range for Sync Governance Proposals

Date ranges for some of the proposals range from six days to over a year. I think we should have a set time frame for each proposal. Once you hit publish it should start the following day for a specified amount of time.

This could also help incase someone tries to pass something that would negatively impact the project in the future, by setting it to one day, during the holiday season or something when people wouldn't notice.
