Regarding the continuation of arbitrage mitigation via the FRS.

As per the results from the 3rd governance vote, the team stated that there would be another governance vote after the Jan 29th, 2021 halving. I propose that this vote be put forth, and that we vote to continue with FRS arbitrage mitigation until the next halving, at which point another proposal can be put forth for continuation or not of this practice.
