Set aside 10eth for giveaways and other admin-ran marketing (community)

The SYNC admins have been hard at work behind the scenes -- and this vote would put them to even more work!
This proposal has been modified from multiple individual proposals that passed for stuff like twitter retweet contests, special events for the 1000th cryptobond, and a special event for $1M USD cryptobonded.
This proposal would place 10ETH from the Treasury into a multi-sig wallet ran exclusively by the SYNC admins:

Synthman Ant Gold Thriller RedNitrous

The wallet would require 3/5 votes in order to make transactions or changes happen, and it would give them the freedom to come up with their own community marketing strategies.
