Refund for SYNC/ETH Add Liquidity

The last governance vote established a “gas-station” where users that create CryptoBonds are eligible to have their gas fee from CryptoBond creation refunded.

It is proposed that in addition to refunding for CB creation also refunding the gas fees for adding liquidity to the SYNC/ETH pool with proof that the liquidity is used to create CryptoBonds.

This would only refund liquidity added for SYNC/ETH pool, with proof that it was used to create a CryptoBond over $200 overall value. Funds for this refunding will be shared from the 10ETH fund previously set aside.

(Once the 10ETH Gas Station fund is empty another budget vote will still occur, either continuing the gas station or closing it. )

If passed, this would only apply to adding SYNC/ETH liquidity as of January 8th and going forward.
