Familiar Dust Renewal

This proposal aims to see if users would like more Familiar Dust to be made available for mining. If they do, certain amounts can be chosen here.

If no Familiar Dust is renewed, we will post this proposal again on June 23rd.

If this proposal passes in both houses, we will mint the amount to the dust mining contract immediately.
