Beta Shrines Configuration

Beta Shrines are intended to be a cheaper alternative to Alpha Shrines. Because Alpha Shrines are still available for purchase, I believe the costs should be significantly reduced from the Alpha Shrines. The tradeoff is I believe the bonus should be excluded.

If this proposal passes then we will launch Beta Shrines in August.
