Retire Existing Burn Farms

If this proposal passes we will reduce the emission rate of the existing burn farms, until they are zero.

This will be done through the decreaseEmissionRate_Governance function

1. We will reduce the rate by a factor 10 once quorum is reached in both houses.
2. We will reduce the rate by another factor of 10 once the proposal is passed in both houses.
3. We will reduce the rate to zero shortly after.
4. We will launch new burn farms with global emission rates set to 18964393074580776 (the current value of the existing farms).
