Close CULT Claims

As discussed in Discord yesterday, we think it is appropriate to set a deadline for $CULT claims.

Why: $CULT has been claimable since February 2023. We want to deepen liquidity, but that requires the DAO to purchase $CULT. There are currently 422 $CULT in circulation. 578 $CULT remain unclaimed. The risk of purchasing $CULT and adding to $CULT-FTM LP is substantial.

If this proposal passes, we will close $CULT claims on May 15th 2024.

This will amount to us setting the claim amount per Skully to 0.

In theory, this decision could be reversed by $CULT holders in a future proposal.

We add one stipulation: If the DAO votes to reopen $CULT claims, then it must give 2 months between the vote and the reopening of claims.
