CIP#9 - How should the admin fee be distributed to veCRV holders?

Summary: With CIP#7 (50% admin fee on existing trading fees) receiving a lot of support, we would like to propose two different options to distribute those fees.

Options:

Option 1: Buy CRV on the open market and veCRV holders will receive CRV

Option 2: The admin fees should be directed to a Curve pool and veCRV holders will claim LP tokens
